TANGGUNG JAWAB NEGARA DI KAWASAN PERBATASAN

The issue of border area management  especially in the sub district area needs serious attention from both national and local government. Hence, the functionaries  can conduct their main duty in the sub district area based on the legislation and international law.
 This research aims at understanding the concept/policy taken by both national and local government in the border area closed to other country. This research investigates more on whether the implementation of the policy by sub district government has been carried out according to the responsibility given to them or not. Thus, the policy will not violate the international state responsibility, particularly the implementation of  imputability doctrine. The objectives of this study are first, finding out the issue of border area management through imputability doctrine theory. Second, describing government's basic consideration of managing border area in international relation. The research employed normative approach supported by field research data.
The result shows that the policy taken by the government should correspond to the legislation and international law ratified by the country (either by legislative or executive) so it doesn't violate the international law. The government should make international agreement about clear country border with the neighbour countries near the border area so the policy taken by the local government (sub district government) will not surpass the main duty and authority
